PEOPLE ON COMMUNITY SUPERVISION
Nationwide, 4.5 million people are on probation or parole—twice the incarcerated population. The system is overloaded leading to ineffective case management which can lead to a higher recidivism rate.
Nearly a third of the roughly 2.3 million people who exit probation or parole annually fail to complete their supervision for a wide range of reasons, such as committing new crimes, violating the rules, and absconding.
RATE OF SUBSTANCE USE
Rates of substance use among those on supervision are two to three times those of the general population.
